What Changes From 1 November 2026?
The new rules will affect people with multiple learner permits.
1. Booking a driving test is not enough- a practical test is mandatory
To get a third or fourth learner permit, you need to have appeared for an actual driving test within the past two years in the same vehicle category.
Well, that doesn’t require you to pass the test. Even appearing for the test and failing it will meet the requirement.
Certainly, your objective should be to prepare and pass the test. The rule doesn’t encourage people to appear for a test before they are prepared for it.
2. No fifth learner permit
Once your fourth learner permit gets closer to the expiry date, you may not be able to renew it through the normal process.
After four learner permits or having a learner permit for nearly seven years, you will need to start the learning-to-drive process all over again.
If you are a car learner, you will have to
- Pass the Driver Theory Test Again
- Apply for a new learner permit
- Complete all 12 EDT sessions
- Wait for six months before you apply for a driving test
- Take the actual driving test
- The new learner permit you obtain will be considered as a first permit.
3. Fourth Learner permit will have one year validity
A fourth learner permit is valid only for one year. This gives you one year to prepare for the driving test and pass the test before you may have to start the process all over again.
4. Expired permits cannot be renewed after 5 years
You may not be able to renew a learner permit expired for two or more years. Instead, you will have to start as a fresh learner, which includes appearing for a theory test and undergoing the required training.
New Rules for Your Third Learner Permit
If you want to apply for a third permit, you need to show that you have taken a driving test within the past two years. This permit will be valid for two years, unless you have a medical reason that affects its validity.
New Rules for Your Fourth Learner Permit.
You need to have taken a driving test within the past two years.
The validity of a fourth learner permit will be one year. This helps the learner get one year to undergo the driving test process before the permit expires.
What Happens After Your Fourth Learner Permit?
After four learner permits (after 7 years on learner permits), you will have to start the learning-to-drive process again if you have not obtained a full license.
