A learner driver permit is issued to individuals who are able to demonstrate that they are legal residents of the state that or that you live in the country for at least 185 days each calendar year, due to personal ties or work ties. The permit is issued, to aid learners to practically learn how to drive on roads and also for them to easily apply for driving tests.
When you acquire a learner permit, the first year it lasts for 2 years. Just like the first year, the learner permit lasts for 2 years during the second year of applying for the permit. The third subsequent learner driver permit lasts for one year. For one to be issued with the third subsequent form, they have to provide evidence that they have undergone a driving course within the past two years or show evidence that you have a forthcoming driving test that requires you to have a learner permit. One needs to wait for approximately two weeks after the date they applied for the learner permit to be processed and approved before you can pick it or have it mailed to you through the address you gave while registering for the learner driver permit. One can apply for the permit online or in person depending on his/her preference. You should note that the learner permit lasts up to three months before it expires.
The learner permit was introduced in 2007 after a research showed that the longer a driver is supervised while driving, the less likely they are to be involved in a collision. The permit allows a learner driver to become more experienced, making it safe for them and other road users. The permit reduces the possibility of accidents, making the roads safe. The learner permit can be used to hire a car in cases where an individual does not own a vehicle and wants to take the driver’s test or wants to practice driving in public.

For first-time learner permit applicants, they have to wait for six months after the date they were issued with the permit, in order to take the actual drivers test. This applies for the learner permits that are learning to drive:

EXEMPTIONS FOR THE SIX MONTH DURATION WAIT
In cases where you want to upgrade from category A1 to A2 or upgrade from one category to another and they want to take progressive access and have held the lower category for a minimum of 2 years, one does not have to wait for the six-month duration to take the driving test.
If you are a qualified driver with a valid driving license from another jurisdiction for more than a period of six months are exempted from the six month waiting period as long as they forward a currently valid original driving license and letter of entitlement from the licensing authority of the country they acquired their license from.

HOW TO CHECK IF THE SIX MONTH WAIT IS UP
On the learner permit, there is the code 991 that is placed on the restriction column; on the left of the restriction column the date the permit was issued is indicated. You need to add six months on the issuance date so as to know the expiry date of the six-month notice.
In some states, once you can acquire a learner driving license, you are not allowed to drive without the supervision of the ADI while in other states you are allowed, in other jurisdictions you should drive under the supervision of an approved driving license holder who is of the age of 25 years or older. THE LEARNER PERMIT COST
The fee has been €35 since January 2013 if one wants to acquire a learner permit for both car and work vehicles which are valid for 2 years. The driver theory test costs €45 per car and one requires €20 to get a copy of the official Driver theory test questions and answers. One also needs €20 for the completed Driving License Eyesight report form that is required during all first learner permit applications.
